Victor loves when someone is down on his or her luck. That allows him to exert maximum pressure and control.
Patty Williams (Stacy Haiduk) was in that category while she was in a mental health facility. Victor made contact, orchestrated her release, and then aimed her at Jack Abbott (Peter Bergman) and Diane Jenkins Abbott (Susan Walters).
Matt was in a worse position because he tried to kill multiple members of the Newman family.
Victor took control from Nick Newman (Joshua Morrow) when his son became addicted to the drugs Matt put in his pathway and has dictated what Howarth’s character’s life has been since.
Matt Clark Wants To Turn Aggravation Into Productivity
The hope was that all of the Newmans would be convinced of his true intentions. But none were, which meant that Matt’s redemption plan was never going to work.
However, he had a protector of sorts, Victor. Matt hoped that his intention of working his moral debt off would convince the family he wronged, but that never happened.

Phyllis Summers’ (Michelle Stafford) romantic tie to Matt will impact his attempts to either relay information about Cane to Victor, as is his forced deal, or turn him from a target into an ally.
Cane and Phyllis are persuasive. Matt is impressionable and needs people who are genuinely looking out for his best interests, rather than trying to exploit him as Victor is clearly doing.
Yet, Matt, combined with Cane, still wouldn’t make them slicker than GC’s reigning king of the hill.
